After several years of non-participation, following John's first full year in office, Champaign County applied for review of its Fiscal Year 2013 report and was awarded the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting. The County was recognized again for the Fiscal Year 2014 and 2015 reports and anticipates receiving the award for the Fiscal Year 2016 report, currently under review.
The GFOA Certificate of Achievement for Excellence in Financial Reporting is a national award that recognizes goverments that have gone beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports (CAFR) that evidence the spirit of transparency and full disclosure. The GFOA award is recognized internationally as a statement that the financial documents prepared by a government contain the information necessary for a clear picture of the financial health of an entity.
Additionally, for Fiscal Year 2013, John introduced Champaign County's first ever Popular Annual Financial Report (PAFR). The PAFR draws information from the CAFR, but is written for the general public's benefit. These reports are designed to be readily accessible and easily understandable looks into the finances of a local government.
John was recognized for his work of the Fiscal Year 2013 report with the Award for Outstanding Achievement in Popular Annual Financial Reporting. He was again recognized for his Fiscal Years 2014 and 2015 reports, and anticipates receiving the award for the Fiscal Year 2016 report, currently under review.
Champaign County, under County Auditor John Farney, is one of only three counties in Illinois to receive both recognitions from the GFOA.
